In the borough of Queens, L.I. N.Y. I
am in my third term and have Publie Speak-
ing as a major subject. As a part of
the final mark we were all asked to give
a speech to convince.
I decided that
myself and two other

convince the class that Flying Saucers
are real and that they are interplanet-
Very. We thought this would be easy.
But we soon found out that at least three
quarters of the class did not believe us.
Two very smart students in this
class have already seen a U.F.0.
Our
speeches must have been good since my
mark was 99, the
two other boys marks
were 97, and 90.
We asked those who did not be-
lieve us what proof we could give them.
They said they wanted tangible prooi.
We showed them pictures of U.F.0.s that

In the past few months, I have received conflicting statements
from various sources about the Navy's part in the investigation of
UnidentIfied Flying Objects, and its opinions in certain cases.
should greatly appreciate official anvers giving the Navy position
in regard to the following items.
1. The Tremonton, Utah notion pioutres, teken by Nevy Marrant
Officer Delbert C, Newhouse, July 2, 1952,
In the May, 1954 issue of
TRUE Magazine, Capt. Edward J. Ruppelt, UsAlx, states that photographic
experts. found the Navy's evaluation methode faulty.
This is contrary to
my underetanding. I have been led to believe, by informed sources,
that the Navy analyais made these points:
A. They (the objects) appear to be a light source rather
than refleoted light. It is felt that if they were reflected light
some blinking vould have occurred as they passed through the flight
B. The size of the objects could not be determined as they
appear merely as points of light, hovever they all seen to be of the
Some size.
C. The shape of the objects could not be determined for the
same reason, but they appoar circular.
D. The general color of the objects seens to be bluish-
white, the other colors noted apparently being due to color aberration
In the lens and to processing detects.
E, Speed of the objects can be caloulated only on the baste
of the distance fron and their movement relative to, the observer. It
is felt that if the objects vere balloons or aircraft of known dimen-
sions, they could have been identified if within a distance of 5 miles.

The resolution power of the lens is insufficient to identify objects of
such dimensions it in excess of five miles, If the distanco is assumed to
be lived mileg and the movement perpendioular to the line of sight, the
average velocity wond be 653-5 mph; likewise, at 2 2 miles distance the
average speed vould be 326,75 mph, and at 7 1 miles, 980,25 mph.
F. Generally, the novenent of the individual object in flight
appears to follow an ellipitical or ciroular pattern within the group.
G. It cannot be determined what the objects are. However,
there are a few things which it is believed they are not:
Balloons - with the telephoto lens used, weather balloons
within five miles distance could have been identified.
The speeds
caloulated for the objecte if only 2 a miles away of 326.75 mph is in
excess of any wind blown balloons.
2. Aircraft - within a five milo range an aircraft ot
40 foot wing span could be identified clearly. At the time the photographs
were taken, there was no group flying by aircraft capable of the assuned
spoeds, and certainly not capable of such maneuvers at those speeds.
Birds - these objects appear to be a light source
rather than reflecting light, but should they be only reflecting light
no bird is sufficiently reflective to cause the film to react as
strongly as it has done.

Untdentified Flying Objects.

I should like to know whother the July 23d (1954) Potonat
River Naval Command directive on UPO reporting has been since revised,
and if so I should itke to have a copy of the revised directive. I
mderstand, after a study of Air Force Rogulation 200-2, August 12, 1954,
that the PRNC directive was based on this Air Force Regulation, and that
this Navy cooperation was at the request of the Defense Department. Is
this correct?
Also, I should like to know whether this directive, in the same
or similor form, was issued in other Naval Distriets, and to our Navy
forces abroad.

Both convinced me that there was absolutely no
Coundation for the claims such as Davideon has made.
In addition, I an
sure such devices would have made present jets obsolete; we vould have
ased them in Korea - perhaps toward the end of World War 2 do and
certainly would not now be in any serious danger from any other nation's
conventional aircraft or conventional missiles. (We world, however,
have violated the boundaries of practically every nation on earth, in
tests and practice operations, if this were the true answer, since the
"flying seucers" have appeared practically everyhere on the globe.)
For all these ressons, I am absolutely convinced that the UFOs are not
a secret device of this country.
But I should like a direct answer on
this point, unloss it is inconsistent with national security.
(I realize
that the armed serviees may now be experimenting with devices that could
be mistaien for the Unidentified Flying Objects seen in our skies, or
for the saller ones, but I am sure there is no foundation for believing
that secret American devices explain the sightings of the past 10 years -
nor most of the present ones
5. On May l4, 1954, according to the Dallas Linen and soveral
radio comentatoro, Major Charles Scarborough, USMOR, reported, sighting
a group of 16 UlOs which he said they could describe only "as flying
saucors." His quoted statement was reportedly confirmed by members of
the Marine Corps jet Might which he was leading at the time. I should

including the final conclusion.
6. - I have been intorted by various sources that UPs vere
reported on the night of August 6-7, 1953, by one or more Navy pilota
stationed at Barber's Point Naval Air Station, Hawaii. I should like

ekly newspaper at the olty College, to do a series of articles on
Interplanetary flight, which shall shortly be published.
In one of my installments it shall be necessary for me to deal with
the subject of "flying saucers." In connection with this, I should
desire to Inow if it would be at all possible for me to obtain some
photographs (preferably 8" x 10" glossy) of the supposed saucers or UFO's.
I should also be greatly appreciative of a fact sheet(s) in reference
to some impontant sightings and the conclusions reached by the ADIO in
nection with those sightings.
I wish to impress upon you that this installment (llke the others) is
intended merely as an attenpt to reiterate the "facts" to my readers.
However, I will express my opinions concerning this subject after con-
sideration of the evidence.
This particular installment will be published in early March. Thank

Legislative Ilaison, U.S.A.F., a copy of the October, 1954,
"U.S.Air Force Sumary of Events and Infornation Conceing
the Unidentified Flying Object Program."
I would appreciate receiving answers to two questions con-
cerning this "fact sheet". Your office is the only source for
these answers, since the Air Technical Intelligence Center is
"charged only with the investigation" and cannot give out restits,
while the Air Force Press Desk in the Offica of Public Informatim
can supply "only that infornation which is readily ávailable" in
that office.

The fact sheet, at the bottom of page 2, states that
one of the explanations of known types of visual sightings is:
"6. Brilliant flashing lights that sometimes appear red and
white in color have been reported by observers.
This type
has been traced to a new lighting systen of commercial air
lines and military aireraft...."
My question is:In which specifie cases did this lighting system
prove to be the explanation? In particular, did it prove to be
the explanation in the following cases:
Febe 15, 1953, at St. Matthews, S.C., reported to Shaw AYB.
"The object appeared to be a bright white light, which now and
then would turn reddish. "(Reported by Mr.and Mrs. Johnny Owings.)?
Feb.9,1953, over Washington, N.G., reported to Second Marine Air
Wing HQ at Cherry Point, M.C. "White light with two red lights
on the left hand side bouncing and flashing off the end, encircling
an arc." (Reported by First It. Ed Balocco.)?
Dec. 29,1952, over northern Honshu, Japan, reported to It.Col,Russel,
AT Intelligence. "Rotating clusters of red, white, and green lights." ?

The Air Force would like to state that no evidence has been
received which would tend to indicate that the United States is being
observed by machines from outer space or a foreign goverment."
In sharp contrast to this, the Air Force press release of August
1952, based on the minutes of your press conference at the Pentagon
on July 29, 1952, stated:
"The Air Force has stated in the past, and reaffirns at the
present time, that these unidentified aerial phenomena are not a
secret weapon, missile, or aircraft, developed by the United States.
None of the three military departments nor any other agency in the
goverment is conducting experiments, classified or othervise, with
flying objects which could be a basis for the reported phenomena. As
far as is known there is nothing in then that is associated with
material or vehicles that are directed against the United States, from
another country or from other planets."
My question to you now is:
What is the present official position of the U.S, Air Force on the
question of whether or not "flying saucers" are, and have been in many
of the important cases, merely secret aircraft, missiles, and weapons,
under development or operational use by the United States Government
and ite agencies?
It is obvious, from a comparison of the two Air force statements
quoted above on this page, that the Air Force no longez deniog that
flying saucers are American devices.
-would like to get from you,
if possible, an explicit statement to this effect, rather than relying
on the implication contained in the omitted sentences.
(It is hardly necessary to remind you that the photograph on
page 103 or GENA 21-110, votel, -922, gives the direct to to tae
Air Force press release of August 1952, quoted above. the blame tor
this prevarication attaches to the officer who wrote the press release,
since you yourself very skilfully avoided any direct statements at
that press conference. Your statement "We have nothing that has no
mass and unlimited power!" is a classio which deserves preservation
in the archives.)
I would very much appreciate receiving whetever answer you care
to make to the two questions propounded in this letter. It is my
belief that nowhere but in the Office of the Director of Intelligence
is there a person who has the cognizance to answer these questions,
and I respectfully request that the answer cone from your office.

scientific interest in the results obtained in the current investi-
gation of unidentifted flying objects. For this reason it is requested
that a briefing on this subject be arranged for the purpose of acquaint-

sightings classified as being of unknown causo.
It is suggested that an intoral question-and-answer type discussion
be scheduled on some mutually convenient date during February in Room
1803, T-3 Building. Those in attendance, approximately 25 in mimber,
will be limited to sendor technical personnel from this Office and
certain individuals from other cognizant naval activities in this area.
All those attending will have clentence through secret and a definite
need-to-know. Final arrangements can be made with ICDR F. Le Thomas
(extension 62945) who is acting as Liaison Officer to the Air Torce on
this problem.

A February 6, Associated Press dispatch reported that a mysterious
explosion of terrific force shook the west acast of New Zealand's

light was sighted, travelling at a high speed as it disappeered inte

The world must be prepared both psychologically and materially
in the event of any sudden maneuver by these hypothetical allens.

Intelligence Officer, U. S. Army Air Porce, Washington, D. C.
1. On 8 December 1954 an object was found by local
interests on Tract P-125, Sec. 1, T-7-S, R-5-W, Mississippi, and
turned over to personnel of this District at the Sardis Dan Pleld
Office, located approximately seven miles north of Batesville,
Mississippi. The object is in fairly good shape and has a vhite
parachute attached to it, a paper cover on it marked "Signal
Corps, U. S. Army, Radiosonde AN/AND-3, Serial No. 2295 (number
blurred and somevnat doubtful), Order No. 11083-Phila - 47-77,
Washington Institute of Technology, Inc."
Stamped on the inside
of the cover of this device are the letters S-C and appeazing
directly under those letters are the numerals 81.
2. This object is sintlar to another object which was
observed to fall in the sane vicinity on 8 June 1954 and which
was later, upon direction, turned over to Personnel of the Green-
ville Air Base, Creenville, Mississippi. Report covering that
object was forwarded to the Intelligence Office, U. S. Army
Air Force, Washington, D. C., by letter of this office dated
6 October 1954, file IMKVE, on the subject "Fallen Object -
Sardis Lake, Mississipp1."
3. It is requested that this office be advised as to
what disposition is desired to be made of the property referred
to in paragraph 1 above.

I am vriting you to testify to the exiatence of the mysterious
flying saucers. I am a Mexcan, 37 years old and in full possession
of my mental faculties. I an married, and the father of a large
fantly of 6 girls and 3 boys. More than two years ago, I personally
saw a flying saucer. It happened one day when I came from Mexieali
im my "pick-up", at the point called Cerro Prieto. This craft cane
in my direction, and I was able to get a full view of its design,
since I saw the flying saucer flying at an altitude of about 150 meters,
at about 5 miles an hour, for about 150 meters. This happened one
morning about 9 A.M. So that your government may be interested, I will
describe a small part to you: It was about 12 feet in diameter and the
weight about 3 tons, which defies gravity. I am telling you this because
when I saw it, it was practically 10 meters from the top of Cerro Prieto,
suspended in nid-air. I would appreciate your paying me a reward of
$20,000 upon describing its design, which is authentic and genuine. I
belteve this information is worth much more, because it may be & secret
weapon of some snemy nation. Please have some staff officers of your
Air. Force come to fetch ne and please bring a conission of scientists

received a total of 430 UFO reports, processed in accordance with AFR
200-2 through appropriate military channels. Of this total, 325 or
76% of the reports were submitted by civilian observers, while 105 or

Gentlmen:
My subject is "Flying Saucers". I will keep my
letter short as I am aware that your time is very
important.
In the August issue of Tate Magazine, there is
an article titled "Are The Saucers Made On Earth?" by
a James W. Moseley. In this article Mr. Moseley contends
that the Saucers are made on earth, and in this country•
I have but one question to ask you. If Mr. Moseley
is right then this means that the Air Foroe is firing
it's test missiles, or whatever they are, over major
American cities, into the airways of the major airlines,
with no regard to the hazard placed over the heads of
millions of Americans.
I personally, have great respect for the U. S.
Air Force and the men who run it. I cannot make myself
believe that the Personal at the top have all lost
their marbles, and allow such a thing to happen.
Thousands of people will read that article, and
thousands will be asking themselves the same question
which I have asked you. Such an article is a disgrace
to our Air Force and all of it's members. This Moseley
should be slapped down publically.
