DOW-UAP-D090, Range Fouler Debrief, Eastern United States, 2019
▮ AI SYNOPSIS · Sonnet 4.6
DOW-UAP-D090 is a U.S. Navy Range Fouler Debrief form documenting a 2019 incident over the Eastern United States. Five military-affiliated personnel were aboard a civilian King Air aircraft, including at least one Navy civilian, a retired U.S. Air Force contractor, and two pilots. During a break between mission sorties, one observer reported seeing a small object below the aircraft traveling in a straight line, opposite their direction, at high speed. The observer tracked it for approximately 10โ15 seconds before a recorder was activated. When the observer zoomed in, the object's speed caused it to leave the field of view and could not be reacquired. Post-flight analysis suggested the object appeared rectangular.
The report is notable because the primary observer cited 28 years of combined USAF and Navy experience and stated the object's flight characteristics were unlike anything previously encountered; other experienced personnel aboard also could not identify it. The debrief accompanies video record DOW-UAP-PR112. Identifying information for aircrew and squadron has been sanitized per standard procedure. No altitude, latitude, longitude, or speed estimates are recorded in the available text, limiting independent analysis of the object's performance characteristics.

This document is a Range Fouler Debrief, a standardized reporting form the U.S. Navy uses to record the circumstances surrounding an unauthorized intrusion into controlled airspace during active military operations or training. These reports contain a narrative description of the observerโs experiences. This report accompanies the video titled โDOW-UAP-PR112.โ
Five U.S. military-affiliated personnel reported observing an object โwith flight characteristics unlike anything [the observer] had seen in 28 years [of service] for the U.S. Air Force and U.S. Navy. The report characterizes the phenomenon as โsmallโ and โtravelling in a straight line opposite [the platformโs] direction at high speed.โ The reporter added that, โothers with equal or more experience were also unsure as to what the object might be.โ
All descriptive and estimative language contained in this report reflects the reporterโs subjective interpretation at the time of the event. Such characterizations should not be interpreted as a conclusive indication of the presence or absence of any intrinsic object features or performance characteristics.

In between mission sorties, I noticed an object with flight
characteristics unlike anything I had seen in my 28 years of performing
for the USAF and
Navy. A small object was below us and appeared to be traveling in a straight line opposite our direction
at high speed. I tracked it for ~10-15 seconds before we turned on the recorder to provide the attached
video. When I zoomed in to try and achieve more resolution, the object's speed took out of my FOV and
I was unable to reacquire, even at a lower zoom. Upon analysis after the flight, the object appeared to
be rectangular. Others with equal or more experience were also unsure as to what this object might be.
